Reliability Requirements Roadmap

Introduction and Purpose

On Aug. 11, 2022, the AESO hosted an information session to provide stakeholders with an understanding of the AESO’s approach and plans to sustain reliability while managing significant changes in the generation supply mix and demand profiles within Alberta’s electricity sector. At the Sustaining Reliability Through the Transformation information session, the AESO reviewed the reliability domains being assessed through analysis and discussed the action plans that would be developed through the AESO 2023 Reliability Requirements Roadmap (Reliability Roadmap).

The AESO has completed the analysis, and the action plans presented in the Reliability Roadmap focus on three key areas of reliability—Frequency Stability, System Strength and Flexibility Capability. The Reliability Roadmap includes descriptions of each issue, the degree of mitigation urgency required, key findings from the AESO’s reliability assessments, and action plans.

Details are in the AESO 2023 Reliability Requirements Roadmap.

Out-of-Scope

The following topics are out-of-scope for this initiative:

  • Government policy-related initiatives or topics
  • Project-specific questions
  • Any open regulatory file-related questions

  • IBR Connection Requirements Information Session | February 28, 2024

    Purpose

The AESO hosted a virtual Stakeholder session on February 28, 2024, to discuss new connection requirements for Inverter-Based Resources (IBRs.)

    Background

The AESO’s Reliability Requirements Roadmap identified system strength as a key risk to reliability. During the Grid Reliability session in November 2023, the AESO discussed operational experiences that have reinforced the need for action on reliability issues caused by low system strength. One of the ways the AESO intends to improve reliability in relation to system strength is by introducing new connection requirements for IBRs.

This session informed IBR owners of the new connection requirements, and project owners on how to engage with the AESO regarding specific needs for their projects.

  • Information Session 2 | March 22, 2023

    CLOSED: This session has concluded.

The AESO hosted a virtual session on Wednesday, March 22, 2023, to review the AESO 2023 Reliability Requirements Roadmap (Reliability Roadmap).

    Purpose

    • Review the scope of the Reliability Roadmap and the scenarios used for the assessments
    • Provide an overview of each key reliability domain (Frequency Stability, System Strength and Flexibility Capability) assessed and presented in the Reliability Roadmap, including:
      • Description and definition of each domain
      • Reliability issues identified
      • Assessments and key findings
      • Potential mitigations and operational readiness
    • Review proposed action plans, including priority, implementation time horizon, and specific actions
    • Provide an opportunity for stakeholders to ask questions about the Reliability Roadmap

    Sustaining Reliability Through the Transformation

The AESO hosted a virtual stakeholder information session on Aug. 11, 2022, from 9 a.m. to 10:30 a.m.

    Purpose

    • Provide stakeholders with an understanding of the AESO’s approach and plans to ensure reliability is sustained as the industry transforms to a more decarbonized and decentralized future
    • Review reliability domains that the AESO is assessing through analysis and the action plans that will be developed through the AESO 2023 Reliability Requirements Roadmap
    • Share preliminary perspectives on the future challenges anticipated within each reliability domain, the priority of action the AESO will be taking, and the AESO’s directional approach to address the highest priority reliability challenges
    • Discuss how the Reliability Requirements Roadmap integrates with other current reliability-related initiatives (e.g., frequency response capability, Most Severe Single Contingency [MSSC] limits, intertie restoration) and analysis (e.g., Long-term Transmission Plan, System Flexibility Assessment, Net-Zero Emissions Pathways)
