Purpose

Alberta’s power sector is undergoing significant change driven by new technologies, carbon policy, broad electrification, and a societal desire for cleaner forms of energy. During this period of change, the AESO anticipates that pilot projects will continue to play an important and growing role in ensuring the reliability of Alberta’s grid, by allowing the AESO to evaluate new resources, technologies, processes and ancillary services prior to formally adopting them.

For example, the AESO is currently exploring a pilot project for Fast Regulating Reserve (“FRR”), which the AESO has identified as a potential new ancillary service to strengthen grid reliability in response to the increasing number of solar facilities that are expected to connect to the grid.

The AESO is proposing the Pilot Project Rule to create a standardized framework for FRR and future pilot projects. The AESO considers that the Pilot Project Rule will:

  1. Increase transparency and certainty for Stakeholders
  2. Eliminate the need for forward-thinking forbearance, by providing compliance exceptions for pilot projects
  3. Ensure that pilot projects have reasonable safeguards

    Purpose

    Pursuant to Alberta Utilities Commission Rule 017, Procedures and Process for Development of ISO Rules and Filing of ISO Rules with the Alberta Utilities Commission, the AESO is providing notice and seeking feedback from Stakeholders on the development of the proposed new ISO Rule for Pilot Projects to standardize the process the AESO will follow when pilot projects are developed and executed. For additional information, please see the June 28, 2024 Letter of Notice.

    AESO responses to stakeholder comments

    In accordance with AUC Rule 017, the AESO will post all comments it receives, provide written responses, and post those responses on AESO Engage.

    Instructions
